    Title:
     Resource AnalystLocation: Chantilly, VA Compensation: Competitive hourly pay plus benefits

    Summary: This is senior level performance (Level III-Senior) work and is located at the Directorate level throughout the Agency. Positions are located at the group, office/component level, Directorate, or Working Capital Fund office. This position may be responsible for: preparing supporting documentation for the budget exercises, requests for reserve release, supplementals and reprogrammings; performing operational, short- and long-term trend analyses; and preparing briefings on programmatic activities. The subject matter is moderately to highly complex and involves coordination across components and functions of the Agency (human resources, financial resources, Working Capital Fund expenditures, and contracts). This position may be a Subject Matter Expert in their field utilizing specialized analytic, technical, or operational knowledge to meet mission requirements and priorities. 

    Duties/Tasks and Responsibilities:
    • Demonstrates professional competence as a Resource Analyst and awareness of all component or directorate programs and how they relate to the Agency as a whole.
    • Support the annual budget build by developing the Program Budget Submission and the Congressional Budget Justification Book (CBJB) for the assigned organization.
    • Exhibits full awareness of physical, technical, human, and financial resource requirements and availability for all of a component or directorate program, both for the execution year and for all budget out-years.
    • Uses knowledge of component resources and alternative resource sources to propose and implement cost-efficient strategies for meeting mission goals.
    • Develops and implements long-range plans to accomplish component or directorate goals.
    • Prepares budget exercise submissions; assimilates information about program goals, requirements, costs, and schedules; ensures that submissions are rational, defensible, and executable.
    • Ensures that program execution is proceeding within available resource constraints and remains consistent with goals; implements resource realignment (including from multiple sources) as required or in response to unplanned circumstances.
    • Exhibits broad comprehension of relevant statutes, regulations, and policies in resource utilization and in the budget development and execution processes. 
    • Routinely constructs and maintains background documentation on programmatic and resource analyses, discussions, thinking, and decisions to aid the component's resource management continuity.
    • Strategic planning
    o Exhibits awareness of the component's alignment with strategic goals of the component, directorate, Agency, and Community.
    o Participates in discussions to identify objectives, specific actions, and timelines to achieve goals in the plan, linked with resource requirements.

    • Advocacy of programs
    o Prepares documentation, briefings, and discussions that represent, explain, justify, and defend program directions and resource requirements.
    o Conducts research to help respond to ad hoc taskings such as those arising from Congressionally Directed Actions and Questions for the Record; coordinates with other components in these taskings.
    o Prepares straightforward and complex written documents that address topics and issues in a clear, logical, and organized manner; ensures that written materials are targeted to the appropriate audience.
    o Capably leads or conducts briefings or meetings, assessing audience reactions, and appropriately addressing concerns, questions, and comments.
    • Coordination and collaboration
    o Coordinates cross-Agency activities with resource managers and policy counterparts to ensure
    Agency-wide integration.
    o Coordinates with components regarding initiatives and current program status. 
    o Supports CPA managers in the implementation of decision support tools, models and methodologies to support CPA business imperatives (dependent upon position of assignment).
    o Consults with CPA senior management on data and analytical requirements.
    o Designs and executes analytic studies to evaluate proposed or ongoing Agency programs and activities that are highly sensitive or complex.
    o Ensures data and/or systems are compatible and oversees integration of such systems with corporate applications.
    o Demonstrates tools to CPA staff, senior management, and external stakeholders.
    o Prepares charts, talking points, papers and memoranda to present summaries and findings that clearly and concisely communicate complex information.

    o Participates in a discussion aimed at identifying performance measures associated with the strategic direction and goals; works with senior management to evaluate performance in relation to stated goals, and recommends necessary correlated measures.

    Experience:
    Minimum of eight (8) plus years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a full performance level program analyst. Or, eight (8) years of progressively responsible experience comparable to work functions performed at the developmental Cost Estimator performance level or full performance or as a Level II Resource Analyst or equivalent.
    Education:
    A Bachelor's Degree in business administration or a closely related field with a concentration in financial management or financial analysis or a Bachelor's degree in quantitative analysis, financial analysis, social sciences, or a closely related field. A Master's Degree in quantitative analysis, financial analysis, social sciences, or a closely related field. A Master's of Business Administration (MBA) may substitute for two years of applicable work experience at the developmental full performance level.

    Summary: Contracts Settlements Analyst positions are located across the Central Intelligence Agency (CIA) and a multi-agency communications program. At this level, analysts are responsible for a number of cost reimbursement contracts, as well as a limited number of fixed price contracts. Based upon assignment, duties involve performing the most complex contract settlement duties, subject final review of Agency Contracting Officer.

    Duties/Tasks and Responsibilities:
    • Review contract files to ensure all appropriate documentation has been provided. When documentation is missing, engage with appropriate offices (e.g. customer/COTR, industry) to ensure prompt submission of accurate & complete documentation.
    • Complete all necessary settlement activities for the timely settlement/closeout of firm fixed price type contracts (both Industrial and Independent Contractor) as identified in applicable OPE acquisition guidance.

    Duties:
    · Identify and implement methods for duplicate detection, document categorization, entity and information extraction using natural language processing and machine learning.
    · Assist with the design and implementation of visualizations and reports for business intelligence metrics.
    · Understand and implement methodologies that are consistent with standard techniques in the data science field.
    · Propose, implement, and evaluate content analytic strategies for characterizing and categorizing large data sets of unstructured files and messages using COTS/GOTS/Open Source tools.
    · Develop custom software as required by Sponsor to characterize and categorize large datasets of unstructured files and messages.
    · Oversee construction of annotated data sets for training and evaluation of prototype tools.
    · Serve as a Subject Matter Expert (SME) in discussions with analytic tool developers and enterprise IT management.
    · Partner with information management SMEs to define and refine framework, strategies, and actions for collecting and analyzing unstructured file metadata and content stored in Sponsor's automated systems (e.g. email repositories, databases, shared drives).
    · Implement collection and analysis actions, such as ingesting, indexing, normalizing, and structuring file content and metadata in preparation for analysis using tools in the big data environment (GOTS, COTS, and open source tools including but not limited to Hadoop, Hive, Tableau, Spark, Visual Studio, and other emerging technologies).
    · Partner with information management SMEs to determine baseline, analyze patterns and characteristics in file content and metadata, and construct visualizations to share lessons learned.
    · Lead and/or contribute to discussions with Sponsor and Sponsor partners on collection and analysis framework, strategies, processes, and methodologies.
    · Build relationships with stakeholders to negotiate access, security, and storage needs for the unstructured file objects and the features created during the collection and analysis process.
    · Provide recommendations and training to Sponsor and Sponsor partners on techniques and tools in the big data environment.
    · Write MapReduce jobs, Hive queries; Python, Java, Scala, R, and Scala programs as appropriate to perform various tasks related to machine learning and data science activities including data cleanup, data transformation, data mashing and algorithm parallelization.
    · Implement algorithms from various sources (academia, federal labs or other Government Agencies) into parallelized MapReduce.
    · Analyze and correlate large amounts of data.
    · Run machine learning workflows from various platforms (such as Apache NIFI and Jupyter Notebook) on large amounts of data.
    · Administer, configure, and optimize a distributed cluster ecosystem such as Hadoop or Spark.

    Title:
     Software EngineerLocation: Charlottesville, VA Compensation: Competitive hourly pay plus benefits

    Duties and Responsibilities- Identify, collect, and organize end user requirements, forming a backlog and ensuring requested specifications and capabilities are accurately described and in sufficient detail
    - Coordinate with government staff and their customers to validate, prioritize, and track progress of requirements completion
    - Develop, test, and deploy analytic applications, working with end-users to incorporate feedback into the development process
    - Ingest and analyze structured and unstructured data into developed applications
    - Sustain existing software applications
    - Support software release activities, including: perform functional testing, preparing required documentation for accreditation;
    - Compile reports on performance/usage metrics, schedules, and application roadmaps Identify, research, and integrate leading edge technologies and tools as required Participate in technical exchange and senior-level working group meetings

    Required Qualifications
    - Experience with agile development methodologies and practices – Scrum, user stories, backlogs, continuous integration, retrospectives, etc.
    - Experience with Java or similar object-oriented language required
    - Experience with Javascript or Javascript frameworks
    - Experience with Python, Hadoop, Spark, Julia, Scala, and JavaScript preferred
    - Excellent interpersonal and communications skills necessary to function within a team environment
    - Experience developing analytic applications for an IC organization preferred, but not required
    - Candidate must possess a Bachelor's degree in Computer Science or related technical field or substantive training and experience in this area, as well as, have at least 3 years of experience in developing software applications
    - Position requires a TS/SCI; Candidate will be required to obtain a Counterintelligence Scope Polygraph (CSP aka CI poly) shortly after contract start 

    Clearance Requirement:
    TS/SCI; Candidate will be required to obtain a Counterintelligence Scope Polygraph (CSP aka CI poly)


    Clearance must be current and active. We cannot sponsor new clearances for this role.
